摘要现阶段是我国深化医药卫生体制改革全面开展的重要时期,公立医院的改革是医疗行业改革的重中之重.而在公立医院改革中,最重要的便是人才保障机制的改革,其成败能够对公立医院乃至我国卫生事业的发展起到重要的影响.加紧医药卫生人才队伍建设,创建一个可持续的人才保障机制,有利于改进医院内部管理、调动医务人员积极性和提高服务质量.近年来虽取得了一定的成效,但新时期的公立医院人事制度改革扔存在巨大的困难与挑战.

abstractsCurrently,it is a crucial time for China to deepen the comprehensive reform in medical and health system;and it is the top priority to implement the reformation at the public hospitals.The talent guarantee mechanism plays a essential part in the progress,and can lead a decisive path to the development of public hospitals and even health industries in China.Therefore,strengthening the construction of medical and health personnel team and creating a sustainable talent guarantee mechanism will help improve the management of the hospitals from inside,and thus to mobilize the enthusiasm of medical practitioners and improve the service qualities.In recent years,although some achievements have been made,there are still great difficulties and challenges in the new era for the public hospitals in the personnel system reformation.
