摘要介绍了江苏省东台市启动实施基本药物制度的试点经历和经验,探讨了完善国家基本药物制度、深化医药卫生体制改革的具体操作性问题.实践表明,建立和完善统一招标采购配送的"零差率"基本药物制度,不仅可有效减轻群众的医药费负担,而且可使临床用药更加安全有效,促进医疗资源的合理利用,提高患者满意度.

abstractsThe paper introduced the trials and experiences acquired in carrying out the essential drug system in Dongtai city, Jiangsu province, probing into specific practices of improving such a system and deepening the medical and healthcare reform. Practices prove as advocated by the author that the building and betterment of an essential drug system characterized of "Zero price margin" in unified bidding, procurement and distribution. Such a system can not only alleviate the financial burden of diseases of the people, but also enhance clinical drug use safety, encourage rational use of healthcare resources, and promote patient satisfaction in the end.
