摘要介绍了上海市浦东新区推行的农村卫生人才队伍建设改革,通过人才奖励、促进流动和留住人才3个角度8个方面给予的倾斜政策,在吸引人才到农村地区方面取得了初步效果,促进了农村地区卫生人才队伍数量的增长和结构优化,在一定程度上缓解了农村卫生人才流失状况。认为未来的改革应更注重财政保障的可持续性,规避政策“洼地”效应,建立长期跟踪评价反馈机制等。
