摘要介绍了上海市浦东新区推行的农村卫生人才队伍建设改革，通过人才奖励、促进流动和留住人才3个角度8个方面给予的倾斜政策，在吸引人才到农村地区方面取得了初步效果，促进了农村地区卫生人才队伍数量的增长和结构优化，在一定程度上缓解了农村卫生人才流失状况。认为未来的改革应更注重财政保障的可持续性，规避政策“洼地”效应，建立长期跟踪评价反馈机制等。

abstractsThe paper introduced the policy implemented in Pudong for rural healthcare workers development,featuring incentives for talents,encouragement for mobility and talent retention.This policy has scored initial success in attracting healthcare workers to work in rural areas,promoting growth and structural optimization of rural healthcare teams and alleviating talent loss in such areas.The authors held that future reforms should focus on fiscal sustainability,avoiding the policy "lowland" effect and build a mechanism for long-term follow-up,appraisal and feedback.
