摘要结合《城市公立医院综合改革试点的指导意见》，对上海市级公立医院改革10年探索进行了回顾，重点介绍了上海申康医院发展中心在管理体制和运行机制方面的改革与探索，以及依托信息化支撑推动医院服务模式和管理模式转变方面的实践；同时，聚焦面临的问题与挑战进行了思考。

abstractsTen-year experience of state-owned public hospitals reform of Shanghai was reviewed and analyzed according to the"Guiding Opinion of General Reform of Public Hospitals in Urban areas". The paper focused on administration and operation mechanisms reform,modes transition on service delivery and management with support from information technology were thoroughly introduced,and further working plans were provided based on the analysis of problems and challenges.
