摘要描述了公立医院职工养老保险改革实施现状，综合分析了公立医院职工养老保险改革在参保对象、经费来源、缴费基数、账户流通、职业年金5个方面存在的问题，并提出应扩大事业单位参保对象范围、推进事业单位职业年金机制、建立适当的财政补偿机制、提高养老保险基金统筹层次、加强养老保险和职业年金的资金管理、合理确定缴费基数、做好体制内外人员养老保险基金账户流通政策衔接等对策建议，以期为推进公立医院职工养老保险改革平稳过渡提供政策性建议和参考。

abstractsAuthors of the paper described the ongoing reform on public hospitals′ endowment insurance system ,and analyzed five existing problems to work on in the pension reform at public hospitals ,namely the insured pensioners ,funding sources ,payment base ,the circulation of the accounts , and occupational pension.Based on the above ,the paper put forward the following recommendations , namely greater coverage of the insured ,advancement in occupational pension mechanism in institutions , appropriate government subsidy mechanism , better endowment coordination levels , better fund management of endowment insurance and occupational pension ,reasonable payment base ,and better convergence between the endowment accounts circulation of both pensioners within the system and those beyond.These policy recommendations aim at enabling smooth transition of the endowment insurance reform for staff of public hospitals .
