摘要作为构建我国优质高效医疗卫生服务体系的重大工程，国家区域医疗中心建设已被纳入"十四五"规划，在推进优质医疗资源扩容和区域均衡布局方面具有重要意义。作者从医疗资源整合视角出发，采用文献研究法和内容分析法，对国家区域医疗中心建设的横向扩容和纵向下沉双重资源整合属性进行阐述，结合国家发展和改革委员会与国家卫生健康委员会各自主导的两条建设路径及工作进展，梳理国家区域医疗中心建设在构建协同体系、深化合作模式、增强主体认知等方面存在的问题，建议政府部门应坚持主导地位，输出医院和依托医院要分别承担起建设过程中的运营管理和承接配合的主体责任。

abstractsThe constrution of national regional medical centers has been included in the 14th Five-Year Plan. As a major project to build a high-quality and efficient medical health service system in China, it is imperative to expand such high quality medical resources and balance their regional distribution. The authors analyzed the dual resources integration attributes of regional medical centers—horizontal expansion and vertical extension—from the perspective of medical resources integration, and by means of literature methodology and content analysis methods. With both two work paths and progresses led by the National Development and Reform Commission and the National Health Care Commission, the authors identified setbacks in the construction of such medical centers in terms of building a synergy system, optimizing the cooperation modes, and enhancing the awareness of the entity bodies. On such basis, the authors suggested that government departments should hold on to the leadership in general, while in the construction process, output hospitals and input hospitals should respectively take their entity responsibilities in both operation management and cooperation.
