基于超效率DEA和Malmquist指数模型的三级综合医院科技创新效率评价
Evaluation of the scientific and technological innovation efficiency of tertiary general hospitals based on super-efficiency DEA and Malmquist index model
摘要目的:分析我国三级综合医院科技创新效率,为科研管理部门制定决策提供参考和依据。方法:在《中国医院2019—2023年总科技量值》排名前100家医院中选取三级甲等综合医院作为评价对象,共69家。经文献分析并结合数据的可获得性与可比性,确定3个科技投入指标和4个科技产出指标作为医院科技创新效率评价指标,采用超效率数据包络分析(DEA)和Malmquist指数模型分析69家医院科技创新效率。结果:经超效率DEA分析,69家医院2019—2023年超效率值总体呈增加趋势,且主要受纯技术效率的影响;2019年和2023年的医院超效率平均值为0.926和0.944,DEA有效医院分别为21和19家。经Malmquist指数分析,2019—2023年医院全要素生产率平均值为1.139,年均增长13.9%,该增长主要得益于技术效率变化(1.011)、技术进步(1.126)及规模效率(1.015)的提升;各医院的全要素生产率存在一定差异(0.894~1.517),其中63家全要素生产率>1.000,6家<1.000。结论:近年来,我国三级甲等综合医院科技创新效率整体呈上升趋势,但多数医院仍有提升空间,需进一步提升科技管理水平和优化资源配置,提高创新效率。

abstractsObjective:To analyze the scientific and technological innovation efficiency of tertiary public hospitals in China, for references for relevant research management departments to make decisions.Methods:Sixty-nine tertiary grade-A general hospitals from the top 100 hospitals ranked in the China Hospital Accumulative Science and Technology Evaluation Metrics from 2019 to 2023 were selected as the evaluation objects. Through literature analysis and considering data availability and comparability, 3 input indicators and 4 output indicators were chosen to evaluate hospital science and technology innovation efficiency. Based on the indicator data from 2019 to 2023, the super-efficiency data envelopment analysis (DEA) and Malmquist index model were applied to conduct evaluations of hospital science and technology innovation efficiency.Results:The super-efficiency DEA analysis showed that from 2019 to 2023, the average super-efficiency value of the 69 hospitals generally exhibited an increasing trend, primarily influenced by pure technical efficiency. In 2019 and 2023, the super-efficiency values were 0.926 and 0.944, with 21 and 19 hospitals achieving DEA effectiveness, respectively. Malmquist index analysis indicated that the average total factor productivity (TFP) from 2019 to 2023 was 1.139. This growth was mainly driven by improvements in technical efficiency change (1.011), technological progress (1.126), and scale efficiency (1.015). Considerable disparities in TFP were observed among the hospitals (0.894-1.517). 63 hospitals had a TFP index above 1.000, and 6 hospitals had a TFP index below 1.000.Conclusions:In recent years, the scientific and technological innovation efficiency of China′s tertiary grade-A general hospitals showed an overall upward trend. However, most hospitals still had significant room for improvement, requiring optimizing in scientific and technological management and resource allocation to further enhance innovation efficiency.
