摘要在公立医院卫生体制改革过程中,总药师制度的建立有利于提高药事管理精细化水平,促进医院药学学科发展,是现代化医院管理体系的一部分,也体现了制度创新.在各地区实践、多省市试点的基础上,凝练形成三级医疗机构总药师制度共识,从总药师定位、岗位职责、任职资质、任职目标等方面,对三级医疗机构总药师制度的实施路径提出政策建议,明确三级医院总药师在合理用药管理、药品管理、药学人才规划、学科转型与学科发展方面的重要工作内涵.

abstractsDuring the process of the healthcare system reformation of public hospitals in China, the establishment of chief pharmacist system helps to promote the refinement of pharmacy management, and motivate the development of academic pharmacy in hospitals. Chief pharmacist system is part of the modern hospital management, also a reflection of the system innovation of the healthcare system. Based on the practices and experiences in various regions and provinces, we developed our chief pharmacist system for tertiary hospitals. From the aspects of job orientation, job responsibilities, qualifications, and job expectations, we made policy suggestions on the implementation of the chief pharmacist system at tertiary hospitals, and clarified the importance of this system in rational drug use management, drug management, the development of pharmaceutical talents, disciplinary transformation, and disciplinary development.
